I got confirmation that the person who called me on 7/21 was, in fact, working with The Powers. (I originally assumed they were an Exiled staff member but spoke with another participant who said otherwise! for those interested, here's a link to the whole conversation that I was given to share.

The Witch / The Red Curves/u]
The Redcurves are a family who used to own haunts in 1950s Kansas City era (according to Caboose). They became obsolete with the industrialization of Kansas City and they're still alive. The Witch is a Redcurve who's currently being held by the Elites and wears a tree mask similar to the one in the trailer.
I will continue my work in finding confirmations.
